(Special from The Dallas Examiner; Member NNPA) Man on a mission: Side-stepping the legislature, Governor Rick Perry recently mandated that all Texas schoolgirls entering the sixth grade receive vaccination for the Human Papillomavirus. That mandate is causing quite a stir, but Perry asserts that the mandate is necessary. Requiring young girls to get vaccinated before they come in contact with HPV is responsible health and fiscal policy that has the potential to significantly reduce the cases of cervical cancer and mitigate future medical costs, said Governor Perry.

Governor Perry also directed state health authorities to make the vaccine available free to girls 9 to 18 who are uninsured, enrolled in Medicaid or the Childrens Health Insurance Program or whose insurance does not cover vaccines. In addition, he ordered that Medicaid offer Gardasil to women ages 19 to 21 and Dallas County Health and Human Services has been prompt to respond to the Governors orders. DCJJS currently offers the Human Papillomavirus vaccine through its adult immunization clinic.

DCHHS wants to provide the vaccine as a weapon against the deadly form of cancer, said Zachary Thompson, DCHHS Director. According to the Texas Cancer Registry, there were approximately 1,169 new cases and 391 deaths from cervical cancer in Texas in 2006. DCHHS is awaiting shipment of the HPV vaccine for children through the Texas Vaccine for Children program and will make a formal announcement when it becomes available.

HPV is harmless in most cases: Many know that the vaccine has been tested for safeness and effectiveness against HPV. But what many do not know is that, according to the Center for Disease Control, HPV infection, in most cases, is harmless. In fact, 90 percent of infections are fought off by the bodies own immune system, rendering the infection inactive or causing it to dissolve on its own. But, there are other strains of HPV that are deemed as high-risk because the virus may, in rare cases, develop into persistent infecti9on that can progress to cervical cancer if left untreated (There are more than 100 known strains of HPV, 30 of these are sexually transmitted and are defined as genital HPV). It is estimated that fewer than 4000 Americans die from HPV related cervical cancer yearly. So why the need for an executive order which is used in times of crisis and emergency?

Justification: According to the Supreme Court: It is basic that no showing merely of a rational relationship to some colorable state interest would suffice (in reference to use of executive powers); in this highly sensitive constitutional area, only the gravest abuses, endangering paramount interests, give occasion for permissible limitation, Thomas v. Collins, 323 U.S. 516,530. Furthermore, Sherbert v. Verner (1963) posits that before executive powers can be used it must meet a three question litmus test which looks at the following questions: 1. government infringement with respect to its proposed action, 2. if the government has a compelling state interest which justifies government intervention and finally, 3. if compelling interests do not exist are there alternative means by which the government can achieve its goal and thus not burden the citizenry. The question is has the government determined this infection cannot be avoided by behavioral change and has chosen to shift the focus toward vaccination? And, if so, is mandatory vaccination against a disease that is largely sexually transmissible really the answer or is there a larger problem?

Clinical Trials: In initial clinical trials, Merk tested over 20,000 females, giving half of them placeboes and the other half Gardasil. The subjects were followed for approximately four years. More noteworthy, a little more than 1000 subjects, ages ranging from 9 to 16 years of age were a part of the trials and they were followed for only 18 months. Both in the placebo and in the vaccine groups, there are reports of adverse reactions. Gardasils own package insert sites as some of the adverse reactions reports of arthritis, headaches, dizziness, nausea, and pain at the injection site. Page 12 of the Merck package insert also cites 102 incidents of serious, adverse reactions such as headaches, dizziness, juvenile arthritis, gastroenteritis, appendicitis, pelvic inflammatory disease and includes 17 deaths out of 21,464 subjects. Merck concluded these deaths have nothing to do with their product. The test group was followed for a period of four years, raising doubts that as to whether Gardasil prevents anything, especially since the incubation period for the infection is about 20 years and usually presents in women in their late 30s and 40s. The only thing known with certainty is the short-term effects of this vaccine. Additionally, the study did not address carcinogens (any potentially cancer causing agent) or genotoxicity (a chemical or agent that causes damage to cellular DNA which can result in mutations or cancer).

Merck's troubled past: Gardasil is made by Merk, a giant pharmaceutical manufacturer. Merck received licensing for Gardasil from the Food and Drug Administration in June of 2006, while the vaccine was still in clinical trials. In Gardasils own packing insert, it asserts that HPV types 16 and 18 are the cause for 70 percent of cervical cancer and Gardasil is reported to be affective against these implications for types 11 and 6. Mercks package insert goes on to explain that women will continue to need regular cervical cancer screenings and that the vaccine may not protect everyone, raising questions as to whether this vaccine really is 100 percent effective. Merck is the same manufacturer of the drugs Fosomax and Vioxx, pharmaceutical nightmares for Merck and company that have left the company reeling from lawsuit settlements. It is estimated between 88,000 to 139,000 have suffered heart-attacks or strokes as a result of taking the drug Vioxx and more than 55,000 have died. Merck continued to defend Vioxx even after it had been pulled from shelves, better than four years from when they knew there were problems.

According to The San Francisco Chronicle, Dr. David Graham, the scientist and 20 year FDA veteran, that blew the whistle on Merck & Co., said at a Senate hearing in 2004 that policies by the FDA had left the American public virtually defenseless against the kind of safety problems that led to Vioxx abrupt withdrawal in September 2004. Fox News.com reported that in his testimony, Graham said, the FDAs Office of New Drugs unrealistically maintains a drug is safe unless reviewers establish with 95 percent certainty that it is not. That rule does not protect consumers, Graham told the Senate committee. What it does is it protects the drug, he said. Additionally Graham told the Senate Finance Committee, I would argue the FDA, as currently configured, is incapable of protecting America against another Vioxx. According to Reuters, in the same hearing, Committee Chairman Charles Grassley, an Iowa Republican also raised concerns regarding the reliability of the FDA, saying he feared the FDA had become too intimately involved with drug companies and thought an independent office of drug safety might be need.

In an interview with CBS News Correspondent, Sharyl Attkinson, Dr. Graham characterized the FDA fostering as a work environment where supervisors intimidate employees when they bring attention to products that have questions with regard to safety. In the interview, he discussed problems not only with Vioxx and Fosomax, but also Bextra, Meridia, Crestor, Accutane, and Serevent. Were Gardasil to prove to be another Merck disaster, Governor Perrys mandate requiring Gardasil to be offered under the vaccine for childrens law which will create total immunity from lawsuits from lawsuits from those who take Gardasil and experience adverse or even life threatening reactions. This is because the Federal Vaccine Liability program shields pharmaceuticals that develop vaccines.

We were first introduced to the Gardasil vaccine through what is commonly known as direct-to-consumer marketing. says a mother with her young child in the background, in a Merck commercial. O-N-E-L-E-S-S! I want to be one less, one lessis chanted by children while skipping rope and playing. Who wouldnt want to vaccinate their children against cervical cancer? It is a manufacturers way of first, raising awareness about its newest product and secondly, encouraging consumers, when visiting the doctors office, to ask for their product and to ask for it by name. If this were a game of poker, one might say it was the only hand that Merck had left to play if it were going to stay afloat financially. In a 2005 interview with Jim Lehrer of NPR, a representative from Merck Pharmaceuticals reported that because of financial hardships (largely attributed to trade mark expiration of Zocor, a cholesterol medication, and lawsuits from Fosomax and Vioxx), Merck, by 2008, would be closing seven manufacturing sites and laying off approximately 11 percent of its workforce. Ironically, 2008 is when the Governors mandate is to take affect. There is no word yet on whether sell of the Gardasil vaccine will off-set the financial disparities experienced by Merck & Co.

A costly venture: Gardasil is given in a series of three shots at $140.00 per shot ($420 in total). Some private doctors are already offering the vaccine, others are not stocking for reasons such as: too expensive to store and refrigerate or they have to charge a surcharge in case the insurance company does not pay. Gardasil is currently covered by some insurance companies, but others are waiting until there is more information about the drug (USA Today). But if the vaccine is indeed mandated under the Childhood Vaccination Program, this will guarantee profits for Merck both immediately and in the future as there is sure to be a need for a booster. After all it is a vaccine, said Dr. Edwards of the Texas Association of Ob-Gyns. This is a fact that has had little to no discussion in the public arena. Deputy Press Secretary for Governor Perry, Krista Moody, declined to respond to questions about the vaccine mandated by the Governor, stating, I believe your attached questions should be directed to the CDC, FDA or Merck, as they relate to specifics for drug research and testing. Both Christopher Loder, Media Relations Officer for Merck & Co. and Heidi Robello, FDR Media Relations agreed to answer questions presented to them in writing, but to date neither has responded.

In summary: The public is being told that the Gardasil vaccine should be hailed as a cure for cervical cancer, but this vaccination is not a cure for cancer. It is a vaccination purported to protect against two of over 100 different strains of HPV, with implications for two more. Furthermore, sexually active men and women, boys and girls can still continue to transmit.

You will literally be building very professional looking sites within minutes of getting your hands on this tool. It is, of course, still up to you to decide what the topic of the site will be! :>> Yes, we all still have to think just a little bit. Here's an overview of how it works. The program interface is neat and clean and easy to use. There's a series of tabs across the top of the screen labeled Step 1 through Step 11.

Step 1 asks you to enter the URL of the site you're building. No problem so far. You also enter a text string that describes the site and gets used as the "header" in the header graphic. Still with me? Now just click on the Step 2 tab, which shows you a form that let's you enter a classified-style ad. What a handy place to promote one of your own products. You enter an ad title, then the URL you want the reader sent to when they click, and then the body of the add itself. Still nothing complex, right?

Step 3 is where you select the HTML template that you will use for the generated web pages. There are three fields to be filled in; one names the location of the template for your index page, the second names the location of the template for you results page, and the third gives the location of the header graphic that appears on each page. The nice part of this step is that the two templates and a header graphic are included with the software, so you can just go ahead and use them and get on with the job. As you move along with site building, you'll probably customize these items, but you don't have to right away.

Step 4 asks for the location of your input keyword file. These are the keywords that describe your site. You'll want to have a pretty large set of these. Directory Generator generates one web page per keyword. A keyword file of from 100 to a few thousand keywords is recommended. Where will you get such a set of good keywords? Well, one place is a tool called Good Keywords. You can download it for free at goodkeywords.com. It is very nicely done and very easy to use.

Step 5 is the form that lets you add in your Google Adsense code. If you're already using Adsense, all you really have to do is log in to Adsense and copy the Adsense code you're already using into the Directory Generator entry form. If you're not using Adsense yet, well, sign up and also use it on your Directory Generator sites. You can leave the Adsense code forms in Step 5 empty if you choose to. You just won't be displaying Adsense ads on your generated site.

Step 6, associated with Step 5, lets you copy in your Adsense web search code, if you use it. When you sign up for Adsense, you have the option of displaying context-sensitive ads and of allowing a Google search from your pages. The code we're talking about here is the code that supports the search. Entering it in Step 6 of Directory Generator is optional.

Step 7 in the Directory Generator process lets you control how many results should be shown on your results pages. You can choose a fixed number or let the tool present a random number of results (a number between a lower and upper bound, say between 5 and 15, for example). Step 7 also lets you choose link colors, and how your generated pages will be stored in folders, that is, all in the root directory, or in a subfolder of the root.

Step 8 is the article entry form. Directory Generator lets you add articles directly into your generated pages - a good, convenient way to add useful content to your site.

Step 9, called Add Ons, gives you a place to add Audio Generator code if you're using that product to add audio to your pages. You can paste in RSS Equalizer code into the second box, again, if you're using that product, and you can paste Amazon code into the third add-in box if you choose to, to support selling Amazon items.

Step 10 lets you add an exclusion list if there are particular sites you don't want included in your results pages - like your competitors sites, for example.

Step 11 lets you specify the folder you want your generated pages to be stored in, and provides a few other parameters that determine how fast the generation process will run. It also provides a test function that let's you see what the pages will look like before you generate the entire set.

That's all there is too it! Nothing very complicated at all. By the way, here's a little helpful hint. Directory Generator goes to another site to get a thumbnail picture of each website listed on the results page. If your personal firewall is too tight, you may not see these thumbnails displayed when you look at your generated pages on your site. I thought initially that Directory Generator wasn't working properly (it is) until it dawned on me to look at my security log on my machine. Once I twiddled my settings, everything looked fine.

I haven't found a bug in the program yet - I did, however, try to use one of the input files in a Directory Generator run while I had it open for editing - and guess what? Directory Generator told me so...So, from my personal experience, it appears to be well-written code - not some slapdash thing put together overnight. So if you're interested in putting some sites out there for any reason - Adsense income is a good one - try this product. I'm pretty sure you'll like what you see.

If you are thinking over some color, although it all depends upon the color of the walls and other surroundings, we recommend the dark ones. They give a more romantic and elegant look. Redwood and the mahogany generally do not need to be painted.

There are certain precautions that need to be considered. There should be no electrical installations where you are preparing to have your wine rack. The lighting system at the ceiling is called the can lighting and it should be around 15 inch from the wall for a single deep racking and around 28 to 30 inch for double deep racking. The doors and the windows of the bar should be properly installed so that they maintain insulation of inside from outside. The rack should not interfere with the door, window or any type of switch.

Besides the above ones there are certain racks called as counter top racks meant for a few bottles ranging from 1 to 12 and generally they are suited for a small gathering and are best kept on a table. I don't know how I ever did without broadband internet service. The amount of information I have access to is incredible. Any time, anywhere in my home, at the click of a button. I'm talking about downloading good quality Free video productions about science and nature, and several other categories, right on my computer. Free audio podcasts, and music, on my computer. I surf the web on my laptop from any room in my house. I recommend this freedom to anyone! So, how can you get broadband and even wireless internet connections in your house? It's easy, and you do not have to spend a fortune.

AOL has it's benefits, but one thing is for sure, it does not have SPEED. Any promise of faster AOL service is merely caching of frequently viewed pages, which simply means once a page has loaded AOL saves it for the next time you visit. This will make loading regular graphics and information faster, but new data and new advertisements will still take just as long, and it will not increase the download speed of video and audio content.

I lived with AOL for a few years and finally discovered how I could surf faster for even less money. I think AOL's basic rate is still around $20 or $25 per month. My broadband service, through Verizon, costs about $17 or $18 per month (after taxes and USF fee, keep reading) and is 10 times faster. I've timed it. In my area, using existing phone lines, I can download 6 or 7 mb (that 6 or 7,000,000 bytes) in about one minute. Which means it takes me about 5-7 minutes to download a 5 or 6 minute video production, or 2-3 minutes for a one hour audio only podcast.

Why am I telling you all this? Because I hate seeing people spend too much money on internet services that don't offer the speed and quality that is available elsewhere. AOL can continue to charge that higher rate because AOL customers are willing to pay it, mostly because they don't understand how it all works, and that something else available, faster and cheaper. AOL is convenient and has a lot of great features, all presented nicely in a simple interface. That's what you're paying for. But if you know where to go online (for example... GOOGLE.com) you can find all of the information and news you need with a simple search. Haven't you heard? Google rules!

Anyway, back to what I was talking about, wireless high speed internet for your computer. My wife and I decided to upgrade to Verizon DSL for $14.99 per month (with a one year contract, big deal), plus taxes and an additional fee (Universal Service Fund, a federal program that helps subsidize rural telephone service and provide Internet access to schools and libraries.) which brings it up to about $17 or $18. After weighing the options and benefits we thought it was worth it, and it has been. Check in your local area, I'm sure you can find a DSL service offering a similar plan, or check Verizon.

To take it one step further I installed a wireless router with ports for my old, ethernet-bound computers. Now my wife and I have 4 computer networked in our own home, and can take our laptops anywhere in the house, even outside in the back yard, and surf the web 10 times faster than we could before. Actually more than 10 times faster.

Average download speeds with our AOL service were around 4 to 5 KB per second (that's 4 or 5 thousand bytes ber second). Even if they advertised higher, the rate most home owners were likely to get was much less due to the quality of phone lines in their home and around town. Sometimes if the wind blew hard enough we'd notice a lag in our connectivity with AOL. I'm not kidding.

Now, for less than what our AOL service cost, we're downloading at speeds anywhere from 70,000 bytes to 90,000 bytes per second. That's about twenty times faster than before! The number advertised by Verizon for our DSL plan is 768kbps. Notice the small b, that's bits. That means 768,000 bits per second, which is (768 8) 96,000 Bytes per second. Of course, like dial up, DSL uses our phone lines so that rate will vary, but it will always be much faster than dial-up.

Sure we could have upgraded to cable broadband, but for that we would have had to upgrade our cable service (I'll explain in a minute) and pay about $40 per month on top of that for cable internet speeds.

Yes, highest cable internet speeds dwarf our DLS speeds but I ask you, does a microwave cook fast enough? I hear people complaining at work who have to wait 2 minutes for their food to heat up. Give me a break! Sure, faster is better, but at what cost? Patience is relative.

I mentioned upgrading our cable TV service. My wife and I don't watch too much TV, and we don't need the premium channels. We learned that "antenna service" is available from our local cable company for about $12 per month. They don't advertise that too loudly do they? Of course not, they want as many people as possible to pay $50 per month for full cable programming. I think it may even be more than that in some areas.

In order for us to get cable modem we would have to upgrade first to full cable, for $50 or so, then pay an additional $30 or so on top of that for cable modem. Let's see, right now we pay $12 plus, say, $18 for our TV and internet services, that's about $30 we spend each month for internet and TV. We have faster internet, and no extra channels we'll never watch. Cable service would cost us $80 to $90! I can't justify that expense.

Sure, when I visit my friend and connect to his wireless network with my laptop I can download stuff in the blink of an eye, maybe 10 mb (10,000,000) in the same amount of time it takes me to download 1 mb, and I get jealous. But we just can't afford that right now, that's why I'm sharing this with you.

If you would like to increase the speed at which you can access new information, new technology, videos, music and movies (yeah, I download movies sometimes - click download and walk away for a few hours, but I'm talking a FULL LENGTH MOVIE), but don't want to spend too much, I'm here to tell you that it is possible.

if you are willing to save money, get faster internet speeds, and recharge some dormant brain cells getting used to the new technology and services online, then you can cut loose from overpriced dial-up service and switch to broadband. It can be done.

Oh, and if you want to save money on TV, consider this... Check with your local cable provider about antenna service, pay under $20 per month for basic TV channels (clean picture), and download iTunes (Free) because you can download a lot of TV shows -- a growing collection from a number of networks -- for only $3 each. To tell you the truth, I'd rather pay $3 for a TV episode I want to see, than pay $40 per month for shows I'll never see.

And the future is here now! Consider Apple Computer, Inc, the wonderful company with a huge influence on society, and developer of iTunes, the software you can own for free to download music, podcasts, vidcasts, and those TV shows I told you about. Apple just released AppleTV, which will allow you to watch all of that iTunes content right on your television. Right now the unit runs about $300 (one time purchase price), but I guarantee you a year or two down the road, when you're ready to tackle it, the price will be more affordable.

I also mentioned that my wife and I have wireless internet right in our home. It is definitely affordable, and you don't need to be an IT specialist to hook it all up! It comes with instructions and a CD-ROM set-up disc that will walk you through it all. It doesn't take a rocket scientist to figure it out.

I bought a Wireless-G router from Linksys, but many brands are available. My father-in-law opted for the one that ships for a nominal fee (I think it may have even been free) with his Verizon DSL service. He can plug in 2 or 3 computers, plus multiple wireless laptop computers. He and my mother-in-law actually have two of the flat-screen iMacs that don't even have to plug into anything but the power outlet. They are connected wirelessly to the internet.

Bottom line... Don't be afraid of technology. Take your time, explore your options, and talk to someone who has done it. Anyone can enjoy the countless benefits of broadband internet service and a wireless network. Come on now, we're in the 21st century you know! Buck Rogers was zipping around in his jet pack right around now, wasn't he? Boy, how things change!
